1 A bill to be entitled
2 An act relating to cardiac emergencies; amending s.
3 1003.453, F.S.; revising a requirement for instruction
4 on cardiopulmonary resuscitation and the use of an
5 automated external defibrillator; creating s.
6 1003.457, F.S.; requiring each public school to
7 develop a cardiac emergency response plan (CERP);
8 requiring school officials to work with local
9 emergency service providers to integrate the CERP into
10 emergency responder protocols; providing a requirement
11 for automated external defibrillator placement;
12 requiring that certain school staff receive specified
13 training as determined by the CERP; providing an
14 effective date.

16 Be It Enacted by the Legislature of the State of Florida:

18 Section 1. Subsection (3) of section 1003.453, Florida
19 Statutes, is amended to read:
20 1003.453 School wellness and physical education policies;
21 nutrition guidelines.—
22 (3) School districts are encouraged to provide basic
23 training in first aid, including cardiopulmonary resuscitation,
24 for all students in grade 6 and grade 8. School districts are
25 required to provide basic training in first aid, including
26 cardiopulmonary resuscitation, for all students in grade 9 and
27 grade 11. Instruction in the use of cardiopulmonary
28 resuscitation must be based on a one-hour, nationally recognized
29 program that uses the most current evidence-based emergency
30 cardiovascular care guidelines. The instruction must allow
31 students to practice the psychomotor skills associated with
32 performing cardiopulmonary resuscitation and use an automated
33 external defibrillator when a school district has the equipment
34 necessary to perform the instruction. Private and public
35 partnerships for providing training or necessary funding are
36 encouraged.
37 Section 2. Section 1003.457, Florida Statutes, is created
38 to read:
39 1003.457 Cardiac emergencies on school grounds.—
40 (1) Each public school shall develop a cardiac emergency
41 response plan (CERP) that addresses the appropriate use of
42 school personnel to respond to incidents involving an individual
43 experiencing sudden cardiac arrest or a similar life-threatening
44 emergency while on school grounds.
45 (2) School officials shall work directly with local
46 emergency service providers to integrate the CERP into the
47 community’s emergency responder protocols. Each CERP must
48 integrate evidence-based core elements, such as those
49 recommended by the American Heart Association core elements or
50 nationally recognized, evidence-based standards and core
51 elements.
52 (3) Appropriate automated external defibrillator (AED)
53 placement must adhere to the CERP and be in accordance with
54 guidelines set by the American Heart Association.
55 (4) Appropriate school staff must be trained in first aid,
56 cardiopulmonary resuscitation, and AED use that follow evidence
57 based guidelines set forth by the American Heart Association.
58 School staff selected to be trained is determined by the CERP.
59 Section 3. This act shall take effect July 1, 2025.
