    1                        A bill to be entitled                      
    2         An act relating to labor negotiations; creating s.
    3         112.3165, F.S.; defining terms; prohibiting certain
    4         persons from knowingly and intentionally disclosing
    5         certain information or work products unless authorized
    6         to disclose such information by the chief executive
    7         officer or legislative body of the public employer;
    8         requiring persons who receive such information or work
    9         products to refer the person who provided the
   10         information to the Commission on Ethics; providing an
   11         effective date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Section 112.3165, Florida Statutes, is created
   16  to read:
   17         112.3165Disclosure of labor negotiations information.—
   18         (1)As used in this section, the term:
   19         (a)“Chief executive officer” has the same meaning as in s.
   20  447.203(9).
   21         (b)“Legislative body” has the same meaning as in s.
   22  447.203(10).
   23         (c)“Public employer” has the same meaning as in s.
   24  447.203(2).
   25         (2)(a)A person who participates in a meeting that is
   26  closed and exempt from s. 286.011 pursuant to s. 110.201(4) or
   27  s. 447.605(1) may not knowingly and intentionally disclose any
   28  information discussed in such meeting, unless such person is
   29  specifically authorized to disclose such information by the
   30  chief executive officer or the legislative body of the public
   31  employer.
   32         (b)A person may not knowingly and intentionally disclose
   33  information in work products made confidential and exempt from
   34  s. 119.071(1) pursuant to s. 110.201(4) or s. 447.605(3), unless
   35  such person is specifically authorized to disclose such
   36  information by the chief executive officer or the legislative
   37  body of the public employer.
   38         (3)A person who knowingly receives information in
   39  violation of paragraph (1)(a) or paragraph (1)(b) must refer the
   40  person who provided the information to the commission pursuant
   41  to s. 112.324.
   42         Section 2. This act shall take effect July 1, 2025.
