The Committee on Rules (McClain) recommended the following:

6 Section 2. Paragraph (b) of subsection (4) of section
7 489.115, Florida Statutes, is amended to read:
8 489.115 Certification and registration; endorsement;
9 reciprocity; renewals; continuing education.—

11 (b)1. Each certificateholder or registrant must shall
12 provide proof, in a form established by rule of the board, that
13 the certificateholder or registrant has completed at least 14
14 classroom hours of at least 50 minutes each of continuing
15 education courses during each biennium since the issuance or
16 renewal of the certificate or registration. The board shall
17 establish by rule that a portion of the required 14 hours must
18 deal with the subject of workers’ compensation, business
19 practices, workplace safety, and, for applicable licensure
20 categories, wind mitigation methodologies, and 1 hour of which
21 must deal with laws and rules. The board shall by rule establish
22 criteria for the approval of continuing education courses and
23 providers, including requirements relating to the content of
24 courses and standards for approval of providers, and may by rule
25 establish criteria for accepting alternative nonclassroom
26 continuing education on an hour-for-hour basis. The board shall
27 prescribe by rule the continuing education, if any, which is
28 required during the first biennium of initial licensure. A
29 person who has been licensed for less than an entire biennium
30 must not be required to complete the full 14 hours of continuing
31 education.
32 2. In addition, the board may approve specialized
33 continuing education courses on compliance with the wind
34 resistance provisions for one and two family dwellings contained
35 in the Florida Building Code and any alternate methodologies for
36 providing such wind resistance which have been approved for use
37 by the Florida Building Commission. Division I
38 certificateholders or registrants who demonstrate proficiency
39 upon completion of such specialized courses may certify plans
40 and specifications for one and two family dwellings to be in
41 compliance with the code or alternate methodologies, as
42 appropriate, except for dwellings located in floodways or
43 coastal hazard areas as defined in ss. 60.3D and E of the
44 National Flood Insurance Program.
45 3. The board shall require, by rule adopted pursuant to ss.
46 120.536(1) and 120.54, a specified number of hours in
47 specialized or advanced module courses, approved by the Florida
48 Building Commission, on any portion of the Florida Building
49 Code, adopted pursuant to part IV of chapter 553, relating to
50 the contractor’s respective discipline.
51 4. A roofing contractor who intends to retrofit the roof
52 to-wall connections on structures with wood roof decks must
53 complete at least 2 hours of general continuing education
54 specific to retrofitting roof-to-wall connections, including the
55 relation of such discipline to property insurance wind
56 mitigation credits and required documentation. Such roofing
57 contractor must present the certificate of completion of the
58 continuing education course to the appropriate local government
59 official at the time a building permit application is submitted
60 in order to demonstrate that such roofing contractor completed
61 the training on retrofit methodology and proper installation or
62 enhancement of the connections.
