The Committee on Rules (McClain) recommended the following:

3 Delete lines 121 - 151
4 and insert:
5 (b) A county, a municipality, or an authority having
6 jurisdiction may only enforce an ordinance that has been sent to
7 the Florida Building Commission and the State Fire Marshal
8 pursuant to subsection (8) as of the date that the permit was
9 submitted.
10 Section 3. Paragraph (b) of subsection (3) of section
11 633.312, Florida Statutes, is amended to read:
12 633.312 Inspection of fire control systems, fire hydrants,
13 and fire protection systems.—

15 (b) The State Fire Marshal shall adopt rules to implement a
16 uniform summary inspection report and submission procedures to
17 be used by all third-party vendors and local authorities having
18 jurisdiction. For purposes of this section, a uniform summary
19 inspection report must record the address at which where the
20 fire protection system or hydrant is located, the company and
21 person conducting the inspection and their license number, the
22 date of the inspection, and the fire protection system or
23 hydrant inspection status, including the total number of
24 deficiencies found, separated into critical and noncritical
25 categories, and the brief description of impairment deficiencies
26 a brief summary of each deficiency, critical deficiency,
27 noncritical deficiency, or impairment found. A contractor’s
28 detailed inspection report must also be provided, but is not
29 required to follow the uniform summary

37 the Florida Building Commission and the State Fire
38 Marshal as of a certain date; as of the date that the
39 bid for a permit was submitted; requiring a local
40 government to submit adopted local amendments to the
41 Florida Fire Prevention Code to specified entities
42 within a specified timeframe; amending s. 633.312,
43 F.S.; requiring that a uniform summary inspection
44 report include the total number of deficiencies,
45 separated into certain categories, found during the
46 inspection of a fire protection system or hydrant;
47 requiring that the inspection report include a
48 description of impairment deficiencies; requiring that
49 a contractor’s detailed inspection report also be
50 provided; deleting an exception from
