       The Committee on Rules (Grall) recommended the following:
       
    1         Senate Amendment to Amendment (345014) (with directory and
    2  title amendments)
    3  
    4         Between lines 830 and 831
    5  insert:
    6         (g)1. Beginning October 1, 2025, each agency issuing
    7  licenses in accordance with s. 120.60 shall track its compliance
    8  with the licensing timeframes established in s. 120.60, and
    9  beginning October 1, 2026, must include in the regulatory plan
   10  required by subsection (1), the following information regarding
   11  its licensing activities of the prior fiscal year, categorized
   12  by type of license:
   13         a. The number of license applications submitted to the
   14  agency;
   15         b. The number of license applications that required one or
   16  more requests for additional information;
   17         c. The number of license applications for which the
   18  applicant was nonresponsive to one or more requests for
   19  additional information;
   20         d. The number of license applications which were not
   21  completed by the applicant;
   22         e. The number of license applications for which the agency
   23  requested that the applicant grant an extension of time for the
   24  agency to issue a request for additional information, determine
   25  that an application is complete, or issue a decision to approve
   26  or deny an application;
   27         f.  The number of license applications for which an
   28  extension was requested by the applicant and for which an
   29  extension was required by the state agency or judicial branch;
   30         g.  The number of license applications which were not
   31  approved or denied within the statutory timeframe;
   32         h. The average and median number of days it takes the
   33  agency to approve or deny an application after receipt of a
   34  completed application; and
   35         i. The number of license applications for which final
   36  agency action was appealed and the number of informal and formal
   37  hearings requested.
   38         2. No later than December 31 of each year, OPPAGA must
   39  submit, pursuant to 286.001, a consolidated Annual Agency
   40  Licensing Performance report that provides all of the
   41  information required by subparagraph 1. The Department of State
   42  must publish a hyperlink to these reports in the first available
   43  issue of the Florida Administrative Register.
