1 A bill to be entitled
2 An act relating to building inspections; amending s.
3 553.908, F.S.; revising the Florida Building Code
4 edition for energy conservation for a building’s or a
5 dwelling unit’s maximum tested air leakage measure;
6 revising an exception; making technical changes;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Section 553.908, Florida Statutes, is amended to
12 read:
13 553.908 Inspection.—Before construction or renovation is
14 completed, the local enforcement agency shall inspect buildings
15 for compliance with the standards of this part. Notwithstanding
16 any other provision of the code or law, effective December 31,
17 2025 July 1, 2016, section R402.4.1.2 of the Florida Building
18 Code, 8th 5th Edition (2023) (2014) Energy Conservation, which
19 became effective on December 31, 2023 June 30, 2015, shall
20 increase the building’s or dwelling unit’s maximum tested air
21 leakage measure from “not exceeding 5 air changes per hour” to
22 “not exceeding 7 air changes per hour” in Climate Zones 1 and 2.
23 The mandatory blower door testing for residential buildings or
24 dwelling units as contained in section R402.4.1.2 of the Florida
25 Building Code, 8th 5th Edition (2023) (2014) Energy
26 Conservation, does shall not apply to buildings or dwelling
27 units that are fully encapsulated with air-impermeable
28 insulation take effect until July 1, 2017, and shall not apply
29 to construction permitted before July 1, 2017. Additionally,
30 section M401.2 of the Florida Building Code, 5th Edition (2014)
31 Mechanical, and section R303.4 of the Florida Building Code, 5th
32 Edition (2014) Residential, which became effective on June 30,
33 2015, do shall not require mandatory mechanical ventilation
34 unless the air infiltration rate in a dwelling is less than 3
35 air changes per hour when tested with a blower door at a
36 pressure of 0.2-inch water column (50 Pascals) in accordance
37 with section R402.4.1.2 of the Florida Building Code, 5th
38 Edition (2014) Energy Conservation.
39 Section 2. This act shall take effect July 1, 2025.
