    1                           Senate Memorial                         
    2         A memorial to the Congress of the United States,
    3         urging Congress to establish a framework for a
    4         sovereign wealth fund for the United States.
    5  
    6         WHEREAS, on February 3, 2025, President Donald J. Trump
    7  issued an executive order that directs the Secretary of the
    8  United States Department of the Treasury and the Secretary of
    9  the United States Department of Commerce to develop a plan
   10  within 90 days for the creation of a sovereign wealth fund, and
   11         WHEREAS, while the secretaries are developing the plan,
   12  Congress should be proactive and establish the framework for the
   13  sovereign wealth fund, and
   14         WHEREAS, if Congress establishes the framework, the
   15  sovereign wealth fund can be more efficiently implemented, and
   16         WHEREAS, the sovereign wealth fund can be used to promote
   17  fiscal sustainability, lessen the burden of taxes on families
   18  and small business, establish long-term economic security, fund
   19  critical projects, and promote the United States’ economic and
   20  strategic leadership internationally, NOW, THEREFORE,

   22  Be It Resolved by the Legislature of the State of Florida:
   23  
   24         That the Congress of the United States is urged to
   25  establish a framework for a sovereign wealth fund.
   26         BE IT FURTHER RESOLVED that the Legislature urges Congress
   27  to enact any legislation necessary to establish the framework
   28  for the sovereign wealth fund.
   29         BE IT FURTHER RESOLVED that the Secretary of State is
   30  directed to dispatch copies of this memorial to the President of
   31  the United States, to the President of the United States Senate,
   32  to the Speaker of the United States House of Representatives,
   33  and to each member of the Florida delegation to the Congress of
   34  the United States.
