1 A bill to be entitled
2 An act relating to special mobile equipment; amending
3 s. 316.003, F.S.; revising the definition of the term
4 “special mobile equipment”; amending s. 316.550, F.S.;
5 authorizing the Department of Transportation to issue
6 a mobile crane special blanket permit for certain
7 purposes; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (83) of section 316.003, Florida
12 Statutes, is amended to read:
13 316.003 Definitions.—The following words and phrases, when
14 used in this chapter, shall have the meanings respectively
15 ascribed to them in this section, except where the context
16 otherwise requires:
17 (83) SPECIAL MOBILE EQUIPMENT.—Any vehicle not designed or
18 used primarily for the transportation of persons or property and
19 only incidentally operated or moved over a highway, including,
20 but not limited to, ditchdigging apparatus, well-boring
21 apparatus, and road construction and maintenance machinery, such
22 as asphalt spreaders, bituminous mixers, bucket loaders,
23 tractors other than truck tractors, ditchers, leveling graders,
24 finishing machines, motor graders, road rollers, scarifiers,
25 earthmoving carryalls and scrapers, power shovels and draglines,
26 mobile and self-propelled cranes and accessory support vehicles,
27 and earthmoving equipment. The term does not include house
28 trailers, dump trucks, truck-mounted transit mixers, cranes or
29 shovels, or other vehicles designed for the transportation of
30 persons or property to which machinery has been attached.
31 Section 2. Subsection (3) of section 316.550, Florida
32 Statutes, is amended to read:
33 316.550 Operations not in conformity with law; special
34 permits.—
35 (3) Notwithstanding subsection (2), the Department of
36 Transportation may issue a mobile crane special blanket permit
37 for any of the following purposes:
38 (a) To authorize a mobile crane to operate on and A permit
39 may authorize a self-propelled truck crane operating off the
40 Interstate Highway System while towing to tow a motor vehicle
41 that which does not weigh more than 5,000 pounds if the combined
42 weight of the crane and such motor vehicle does not exceed
43 95,000 pounds. Notwithstanding s. 320.01(7) or (12), mobile
44 truck cranes that tow another motor vehicle under the provision
45 of this subsection shall be taxed under the provisions of s.
46 320.08(5)(b).
47 (b) To authorize a mobile crane and accessory support
48 vehicles that are up to 12 feet in width, 14 feet 6 inches in
49 height, and 100 feet in length to operate on and off the
50 Interstate Highway System at all hours except as restricted
51 under a curfew.
52 (c) To authorize a mobile crane and accessory support
53 vehicles which, due to the vehicles’ design for special use, are
54 in excess of the weight limits established in s. 316.535 to
55 operate on and off the Interstate Highway System.
56 Section 3. This act shall take effect July 1, 2025.
