1 A bill to be entitled
2 An act relating to the educational opportunities for
3 military children; amending s. 1000.40, F.S.; revising
4 the repeal date of the Interstate Compact on
5 Educational Opportunity for Military Children;
6 amending s. 1003.05, F.S.; requiring that strategies
7 addressed in specified memoranda of agreement between
8 school districts and military installations include
9 the development and implementation of a specified
10 training module; requiring the Department of Education
11 to provide the training module to each district school
12 board; requiring each district school board to provide
13 such module to each public and charter K-12 school in
14 its district; requiring district school boards to make
15 certain training available to certain employees;
16 providing an effective date.

18 Be It Enacted by the Legislature of the State of Florida:

20 Section 1. Section 1000.40, Florida Statutes, is amended to
21 read:
22 1000.40 Future repeal of the Interstate Compact on
23 Educational Opportunity for Military Children.—Sections 1000.36,
24 1000.361, 1000.38, and 1000.39 and this section shall stand
25 repealed on July 1, 2028 2025, unless reviewed and saved from
26 repeal through reenactment by the Legislature.
27 Section 2. Subsection (2) of section 1003.05, Florida
28 Statutes, is amended to read:
29 1003.05 Assistance to transitioning students from military
30 families.—
31 (2) The Department of Education shall facilitate the
32 development and implementation of memoranda of agreement between
33 school districts and military installations which address
34 strategies for assisting students who are the children of active
35 duty military personnel in the transition to Florida schools.
36 (a) The strategies developed by the department must include
37 the development and implementation of a training module relating
38 to facilitating and expediting the transfer of a K-12 student’s
39 education records from an out-of-state school.
40 (b) The department shall provide the training module
41 required under paragraph (a) to each district school board to
42 provide to each public and charter K-12 school within its
43 district. The district school board shall make the training
44 available to employees who work directly with miliary students
45 and families.
46 Section 3. This act shall take effect July 1, 2025.
