       The Committee on Rules (Grall) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 36 - 64
    4  and insert:
    5         (a) No later than July 1, 2026:
    6         1. Effective January 1, 2025, Conduct a level 2 background
    7  screening under s. 435.04 of each current and prospective
    8  athletic coach. The authority may not delegate this
    9  responsibility to an individual team and may not authorize any
   10  person to act as an athletic coach unless a level 2 background
   11  screening is conducted and does not result in disqualification
   12  under subparagraph 3 paragraph (b).
   13         2.(b)1. Be considered a Before January 1, 2026, or a later
   14  date as determined by the Agency for Health Care Administration
   15  for the participation of qualified entity for purposes of
   16  participating entities in the Care Provider Background Screening
   17  Clearinghouse under s. 435.12, disqualify any person from acting
   18  as an athletic coach as provided in s. 435.04. The authority may
   19  allow a person disqualified under this subparagraph to act as an
   20  athletic coach if it determines that the person meets the
   21  requirements for an exemption from disqualification under s.
   22  435.07.
   23         3.2. On or after January 1, 2026, or a later date as
   24  determined by the Agency for Health Care Administration, Not
   25  allow a any person to act as an athletic coach if he or she does
   26  not pass the background screening qualifications in s. 435.04.
   27  The authority may allow a person disqualified under this
   28  subparagraph to act as an athletic coach if the person has
   29  successfully completed the exemption from the disqualification
   30  process under s. 435.07.
   31         (5) Notwithstanding paragraph (2)(a), a person who has not
   32  undergone background screening pursuant to this section may act
   33  as an athletic coach if he or she is under the direct
   34  supervision of an

   40         date by which an independent sanctioning authority is
   41         required to conduct certain background screenings of
   42         athletic coaches; providing that an independent
   43         sanctioning authority shall be considered a qualified
   44         entity for the purpose of participating in the Care
   45         Provider Background Screening Clearinghouse no later
   46         than a specified date; prohibiting an independent
   47         sanctioning authority from allowing certain persons to
   48         act as athletic coaches beginning on a specified date;
   49         authorizing a person who has not undergone certain
   50         background screening to act as an athletic coach if he
   51         or she is under the direct supervision of an athletic
