The Appropriations Committee on Higher Education (Calatayud)
recommended the following:

4 insert:
5 Section 10. Section 1001.68, Florida Statutes, is created
6 to read:
7 1001.68 Regional consortium service organizations.—In order
8 to create effectiveness and efficiency of small institutions in
9 the Florida College System which serve rural communities:
10 (1) Colleges with 5,000 or fewer full-time equivalent
11 students may enter into cooperative agreements to form a
12 regional consortium service organization. Each regional
13 consortium service organization shall, at a minimum, provide
14 three of the following services: grant procurement;
15 institutional research and reporting; risk management;
16 professional development for faculty and staff; leadership
17 support; information technology and cybersecurity training;
18 faculty and staff recruitment; workforce development programs;
19 cooperative purchasing; administrative services; or enrollment
20 management services.
21 (2) Each regional consortium service organization must be
22 governed by a board of directors composed of the presidents of
23 the respective member colleges.

26 And the title is amended as follows:
27 Delete line 36
28 and insert:
29 as “Hillsborough State College”; creating s. 1001.68,
30 F.S.; authorizing Florida College System institutions
31 with a certain number of full-time equivalent students
32 to enter into cooperative agreements to form a
33 regional consortium service organization; requiring
34 such organizations to provide at least a specified
35 number of certain services; requiring that regional
36 consortium service organizations be governed by a
37 board of directors consisting of specified members;
38 amending s. 1001.706,
