    2         An act relating to voting opportunities on Florida
    3         College System institution and state university
    4         campuses; amending s. 101.657, F.S.; requiring the
    5         establishment of certain early voting sites; exempting
    6         such sites from certain parking requirements; amending
    7         s. 101.71, F.S.; requiring the establishment of
    8         certain polling places; amending s. 1001.93, F.S.;
    9         requiring each campus Office of Public Policy Events
   10         to publicize certain voting opportunities in a
   11         specified manner; providing an effective date.
   12          
   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Present paragraphs (b) through (f) of subsection
   16  (1) of section 101.657, Florida Statutes, are redesignated as
   17  paragraphs (c) through (g), respectively, and a new paragraph
   18  (b) is added to that subsection, to read:
   19         101.657 Early voting.—
   20         (1)
   21         (b)In addition to the early voting sites established
   22  pursuant to paragraph (a), the supervisor of elections of a
   23  county where the main campus of a Florida College System
   24  institution or a state university is located must establish at
   25  least one early voting site at such main campus. The parking
   26  requirements of paragraph (a) do not apply to early voting sites
   27  established under this paragraph.
   28         Section 2. Subsection (1) of section 101.71, Florida
   29  Statutes, is amended to read:
   30         101.71 Polling place.—
   31         (1)(a) There shall be in each precinct in each county one
   32  polling place which shall be accessible to the public on
   33  election day and is managed by a board of inspectors and clerk
   34  of election. Only one elector shall be allowed to enter any
   35  voting booth at a time; no one except inspectors shall be
   36  allowed to speak to the elector while casting his or her vote;
   37  and no inspector shall speak to or interfere with the elector
   38  concerning his or her voting, except to perform the duties as
   39  such inspector. Notwithstanding any other provision of this
   40  chapter, this section shall be applicable where the computer
   41  method of voting is in use, and adequate provision shall be made
   42  for the privacy of the elector while casting his or her vote.
   43         (b)In addition to the polling places established in
   44  paragraph (a), there shall be established at least one polling
   45  place on any main campus of a Florida College System institution
   46  or a state university if such campus is located in the county.
   47         Section 3. Paragraph (e) is added to subsection (3) of
   48  section 1001.93, Florida Statutes, to read:
   49         1001.93 Offices of Public Policy Events within the State
   50  University System.—
   51         (3) Each state university within the State University
   52  System must have an Office of Public Policy Events and must
   53  appoint a Director of Public Policy Events who is responsible
   54  for the duties and reporting responsibilities of the office. The
   55  office must, at a minimum:
   56         (e)Publicize the voting opportunities on campus
   57  established by ss. 101.657 and 101.71 through a thorough public
   58  awareness campaign, including, at a minimum, notifying each
   59  student about such voting opportunities through regular and
   60  electronic mail, using social media to bring attention to such
   61  voting opportunities, and posting signage prominently throughout
   62  campus bringing attention to such voting opportunities.
   63         Section 4. This act shall take effect July 1, 2025.
