       The Committee on Environment and Natural Resources (Rodriguez)
       recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 304
    4  and insert:
    5         (7) In implementing this section, the commission must use
    6  an electronic application and permitting system.
    7         (8) The provisions of this section do not supersede any
    8  other anchoring limitations established pursuant to law.
    9         (9) The commission may adopt rules to implement this
   10

   14  and insert:
   15         not required under certain circumstances; requiring
