       Senator Collins moved the following:

    6         Section 56. (1) The Department of Transportation shall
    7  coordinate with all state agencies, including the Department of
    8  Environmental Protection, and water management districts to
    9  establish a workgroup to review state statutes, policies,
   10  practices, and standards relating to statewide mapping programs.
   11  Notwithstanding s. 20.255(9), Florida Statutes, the Department
   12  of Transportation is the lead agency for the development and
   13  review of policies, practices, and standards related to
   14  geospatial data managed by state agencies and water management
   15  districts under this section for the 2025-2026 fiscal year.
   16         (2) The Department of Transportation may issue a request
   17  for proposals pursuant to s. 287.057, Florida Statutes, for the
   18  procurement of a program to manage all surveys, mapping, and
   19  data collection that use light detection and ranging (LiDAR),
   20  high-resolution aerial imagery, including orthoimagery and
   21  oblique imagery, and other similar mapping technologies. The
   22  proposals may provide for co-collection of data by aerial
   23  imagery, LiDAR, and other methods. Surveying, mapping, and data
   24  collection must be conducted in a manner that considers United
   25  States Geological Survey recommendations for technologies,
   26  standards, and specifications.
   27         (3) The Department of Transportation, in coordination with
   28  the workgroup, shall review state statutes and policies related
   29  to geospatial data sharing throughout state government and make
   30  recommendations to the President of the Senate and the Speaker
   31  of the House of Representatives by November 15, 2025, for any
   32  legislative action necessary to establish the Department of
   33  Transportation as the primary point of contact for statewide
   34  geographic information systems and to update statutes relating
   35  to geographic information systems and geospatial data sharing to
   36  allow for coordination and access to such systems and geospatial
   37  data. The recommendations must provide a survey of data needs,
   38  including minimum density and elevation; consider means to
   39  ensure accuracy, consistency, and interoperability that
   40  effectively support critical functions across all users; and
   41  provide recommendations necessary to make the data collected
   42  available to all users, including information technology needs
   43  and any recommendations for cost sharing or interagency
   44  agreements. The recommendations must take into account
   45  anticipated efficiencies and cost savings while balancing the
   46  need for different types and densities of data and their uses.
