Senator Collins moved the following:

5 Section 56. (1) The Department of Transportation shall
6 coordinate with all state agencies, including the Department of
7 Environmental Protection, and water management districts to
8 establish a workgroup to review state statutes, policies,
9 practices, and standards relating to statewide mapping programs.
10 Notwithstanding s. 20.255(9), Florida Statutes, the Department
11 of Transportation is the lead agency for the development and
12 review of policies, practices, and standards related to
13 geospatial data managed by state agencies and water management
14 districts under this section for the 2025-2026 fiscal year.
15 (2) The Department of Transportation shall issue a request
16 for proposals pursuant to s. 287.057, Florida Statutes, for the
17 procurement of a program to manage all survey, mapping, and data
18 collection that uses light detection and ranging (LiDAR), high
19 resolution aerial imagery, including orthoimagery and oblique
20 imagery, and other similar mapping technologies. The proposals
21 may provide for co-collection of data by aerial imagery, LiDAR,
22 and other methods. Data collection must be in accordance with
23 United States Geological Survey recommendations for
24 technologies, standards, and specifications.
25 (3) The Department of Transportation, in coordination with
26 the workgroup, shall review state statutes and policies related
27 to geospatial data sharing throughout state government and make
28 recommendations to the President of the Senate and the Speaker
29 of the House of Representatives by November 15, 2025, for any
30 legislative action necessary to establish the Department of
31 Transportation as the primary point of contact for statewide
32 geographic information systems and to update statutes relating
33 to geographic information systems and geospatial data sharing to
34 allow for coordination and access to such systems and geospatial
35 data. The recommendations must provide a survey of data needs,
36 including minimum density and elevation; consider means to
37 ensure accuracy, consistency, and interoperability that
38 effectively support critical functions across all users; and
39 provide recommendations necessary to make the data collected
40 available to all users, including information technology needs
41 and any recommendations for cost sharing or interagency
42 agreements. The recommendations must take into account
43 anticipated efficiencies and cost savings while balancing the
44 need for different types and densities of data and their uses.
