2 An act relating to first responders; amending s.
3 365.171, F.S.; defining the term “first responder”;
4 redefining the terms “public agency” and “public
5 safety agency”; amending s. 401.465, F.S.; conforming
6 a cross-reference; providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Present paragraphs (a) through (d) of subsection
11 (3) of section 365.171, Florida Statutes, are redesignated as
12 paragraphs (b) through (e), respectively, a new paragraph (a) is
13 added to that subsection, and present paragraphs (c) and (d) of
14 that subsection are amended, to read:
15 365.171 Emergency communications state plan.—
16 (3) DEFINITIONS.—As used in this section, the term:
17 (a) “First responder” means any of the following persons
18 who is either a full-time paid employee, a part-time paid
19 employee, or an unpaid volunteer:
20 1. A 911 public safety telecommunicator, as defined in s.
21 401.465.
22 2. A correctional officer, as defined in s. 943.10(2).
23 3. An emergency medical technician or paramedic, as those
24 terms are defined in s. 401.23.
25 4. A federal law enforcement officer, as defined in s.
26 901.1505(1).
27 5. A firefighter, as defined in s. 633.102.
28 6. A law enforcement officer, as defined in s. 943.10(1).
29 (d)(c) “Public agency” means the state and any city,
30 county, city and county, municipal corporation, chartered
31 organization, public district, or public authority located in
32 whole or in part within this state which provides, or has
33 authority to provide, first responder firefighting, law
34 enforcement, ambulance, medical, or other emergency services.
35 (e)(d) “Public safety agency” means a functional division
36 of a public agency providing first responder which provides
37 firefighting, law enforcement, medical, or other emergency
38 services.
39 Section 2. Paragraph (c) of subsection (1) of section
40 401.465, Florida Statutes, is amended to read:
41 401.465 911 public safety telecommunicator certification.—
42 (1) DEFINITIONS.—As used in this section, the term:
43 (c) “Public safety agency” has the same meaning as in s.
44 365.171(3)(e) s. 365.171(3)(d).
45 Section 3. This act shall take effect July 1, 2025.
