The Committee on Rules (Burgess) recommended the following:

5 Section 8. Section 1012.586, Florida Statutes, is amended
6 to read:
7 1012.586 Additions or changes to certificates; duplicate
8 certificates; reading and mathematics endorsement pathways.—
9 (1) A school district may process via a Department of
10 Education website certificates for the following applications of
11 public school employees:
12 (a) Addition of a subject coverage or endorsement to a
13 valid Florida certificate on the basis of the completion of the
14 appropriate subject area testing requirements of s.
15 1012.56(5)(a) or the completion of the requirements of an
16 approved school district program or the inservice components for
17 an endorsement.
18 1. To reduce duplication, the department may recommend the
19 consolidation of endorsement areas and requirements to the State
20 Board of Education.
21 2. At least once every 5 years, the department shall
22 conduct a review of existing subject coverage or endorsement
23 requirements in the elementary, reading, and exceptional student
24 educational areas. The review must include reciprocity
25 requirements for out-of-state certificates and requirements for
26 demonstrating competency in the reading instruction professional
27 learning topics listed in s. 1012.98(5)(b)11. The review must
28 also consider the award of an endorsement to an individual who
29 holds a certificate issued by an internationally recognized
30 organization that establishes standards for providing evidence
31 based interventions to struggling readers or who completes a
32 postsecondary program that is accredited by such organization.
33 Any such certificate or program must require an individual who
34 completes the certificate or program to demonstrate competence
35 in reading intervention strategies through clinical experience.
36 At the conclusion of each review, the department shall recommend
37 to the state board changes to the subject coverage or
38 endorsement requirements based upon any identified instruction
39 or intervention strategies proven to improve student reading
40 performance. This subparagraph does not authorize the state
41 board to establish any new certification subject coverage.
42 (b) A reissued certificate to reflect a name change.
43 (c) A duplicate certificate to replace a lost or damaged
44 certificate.

46 The employing school district shall charge the employee a fee
47 not to exceed the amount charged by the Department of Education
48 for such services. Each district school board shall retain a
49 portion of the fee as defined in the rules of the State Board of
50 Education. The portion sent to the department shall be used for
51 maintenance of the technology system, the web application, and
52 posting and mailing of the certificate.
53 (2)(a) By the beginning of the 2022-2023 school year, the
54 department shall adopt one or more statewide, competency-based
55 pathways by which instructional personnel may earn a reading
56 endorsement. A pathway adopted by the department must allow a
57 candidate to complete coursework online and demonstrate mastery
58 of each endorsement competency either in person or remotely.
59 (b) As part of adopting a pathway pursuant to paragraph
60 (a), the department shall review the competencies for the
61 reading endorsement and subject area examinations for educator
62 certificates identified pursuant to s. 1012.585(3)(f) for
63 alignment with evidence-based instructional and intervention
64 strategies rooted in the science of reading and identified
65 pursuant to s. 1001.215(7) and recommend changes to the State
66 Board of Education. Recommended changes must address
67 identification of the characteristics of conditions such as
68 dyslexia, implementation of evidence-based classroom instruction
69 and interventions, including evidence-based reading instruction
70 and interventions specifically for students with characteristics
71 of dyslexia, and effective progress monitoring. By July 1, 2023,
72 each school district reading endorsement add-on program must be
73 resubmitted for approval by the department consistent with this
74 paragraph.
75 (c) Beginning July 1, 2024, instructional personnel may not
76 earn a reading endorsement solely by achieving a passing score
77 on the K-12 reading certification subject area assessment.
78 (3)(a) By the beginning of the 2027-2028 school year, the
79 department shall adopt one or more statewide, competency-based
80 pathways by which instructional personnel may earn a mathematics
81 endorsement. A pathway adopted by the department must allow a
82 candidate to complete coursework online and demonstrate mastery
83 of each endorsement competency either in person or remotely.
84 (b) As part of adopting a pathway pursuant to paragraph
85 (a), the department shall establish the competencies for the
86 mathematics endorsement and subject area examinations for
87 educator certificates identified pursuant to s. 1012.585(3)(f)
88 for alignment with evidence-based instructional and intervention
89 strategies and recommend changes to the State Board of
90 Education. Established competencies for the mathematics
91 endorsement must include competency to teach numbers and
92 operations, fractions, algebraic reasoning, measurement,
93 geometric reasoning, and data analysis and probability at the
94 elementary or secondary level.
