       The Committee on Rules (Burgess) recommended the following:
       
    1         Senate Substitute for Amendment (635596) (with title
    2  amendment)

    4         Between lines 324 and 325
    5  insert:
    6         Section 9. By August 1, 2026, the Department of Education
    7  shall establish competencies for a mathematics endorsement
    8  aligned with evidence-based mathematics instructional and
    9  intervention strategies. The competencies must include numbers
   10  and operations, fractions, algebraic reasoning, measurement,
   11  geometric reasoning, and data analysis and probabilities at the
   12  elementary and secondary level. The competencies must be
   13  approved by the State Board of Education.
