       Senator Rouson moved the following:
       
    1         Senate Amendment (with directory and title amendments)

    4  insert:
    5         (21)(a) Wind design criteria for tower cranes located in
    6  areas with design wind speeds not exceeding 160 mph, 3-second
    7  gust per the Florida Building Code and ASCE/SEI 7-22 must adhere
    8  to the same wind velocity design criteria as the building being
    9  constructed, with no allowance for wind design velocity
   10  reduction as a temporary structure. Wind design criteria for
   11  tower cranes located in areas with design wind speeds exceeding
   12  160 mph, 3-second gust per the Florida Building Code and
   13  ASCE/SEI 7-22 must adhere to the highest wind speed possible
   14  based on the limitations of the tower cranes available. Any wind
   15  velocity load reduction factors used in accordance with ASCE/SEI
   16  7-22 must be approved by the local authority based on the
   17  following: design wind criteria of the building, limitations of
   18  the tower crane design wind speed, proximity to other structures
   19  and roadways, swing radius, type of crane specified, and other
   20  site-specific public safety requirements.
   21         (b) By December 31, 2028, the commission shall adopt rules
   22  pursuant to ss. 120.536(1) and 120.54 to establish a Crane and
   23  Hoisting Equipment Hurricane Preparedness Program Technical
   24  Advisory Committee for implementation of this subsection within
   25  the Florida Building Code: Scope and Administration Chapter 1
   26  (Submittal Documents 107) and (Inspections 110); Structural
   27  Design Chapter 16 (Wind Loads 1609); and Safeguards During
   28  Construction Chapter 33 (Protection for Pedestrians and Public
   29  Safety 3306) and (Protection for Adjoining Properties 3307).
