    1                        A bill to be entitled                      
    2         An act relating to unlawful speed; amending s.
    3         316.183, F.S.; including compliance with certain local
    4         ordinances in an exception to a prohibition against
    5         driving at slow speeds; providing an effective date.

    7  Be It Enacted by the Legislature of the State of Florida:
    8  
    9         Section 1. Subsection (5) of section 316.183, Florida
   10  Statutes, is amended to read:
   11         316.183 Unlawful speed.—
   12         (5) A No person may not shall drive a motor vehicle at such
   13  a slow speed as to impede or block the normal and reasonable
   14  movement of traffic, except when reduced speed is necessary for
   15  safe operation or in compliance with law, including,
   16  notwithstanding subsection (2), a local ordinance regarding the
   17  operation of a motor vehicle, boat, or any other conveyance on
   18  flooded or inundated streets.
   19         Section 2. This act shall take effect upon becoming a law.
