       The Committee on Fiscal Policy (Osgood) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 119 - 121
    4  and insert:
    5         (8) Nine Eleven of the members of the council constitute a
    6  quorum, and an affirmative vote of a majority of the members
    7  present is required for final action. Members may appear by
    8  communications media technology as defined in s. 120.54(5)(b)2.
    9  Members who appear by communications media technology are
   10  considered present and may be counted toward the quorum
   11  requirement. A notice for a public meeting or workshop must
   12  state whether the meeting or workshop will be conducted using
   13  communications media technology, how an interested person may
   14  participate, and the location of facilities where communications
   15  media technology will be available during the meeting or
   16  workshop.

   19  And the title is amended as follows:
   20         Between lines 11 and 12
   21  insert:
   22         revising the quorum requirements to reduce the number
   23         of members required for a quorum; authorizing members
   24         to appear by communications media technology;
   25         providing that members who appear by such technology
   26         are considered present and may be counted toward the
   27         quorum requirement; providing notice requirements for
   28         public meetings or workshops conducted by means of
   29         communications media technology;
