       The Committee on Rules (Rodriguez) recommended the following:
       
    1         Senate Amendment
    2  
    3         Delete lines 83 - 93
    4  and insert:
    5  for the purpose of:
    6         (a) Switching between two or more license plates to permit
    7  a motor vehicle operator to change the license plate displayed
    8  on the motor vehicle;
    9         (b) Hiding a license plate from view by flipping the
   10  license plate so that the license plate number is not visible;
   11         (c) Covering, obscuring, or otherwise interfering with the
   12  legibility, angular visibility, or detectability of the primary
   13  features or details, including the license plate number or
   14  validation sticker, on the license plate; or
   15         (d) Interfering with the ability to record the primary
   16  features or details, including the license plate number or
   17  validation sticker, on the license plate.
