       The Committee on Ethics and Elections (Polsky) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 41
    4  and insert:
    5  violation. Before a voter brings an action in a court of
    6  competent jurisdiction to enjoin the violation, he or she must
    7  notify each prospective defendant by certified mail, return
    8  receipt requested, of a violation of this section. The voter may
    9  not commence such action until 30 days after the notice is
   10  mailed to any prospective defendant. A voter who successfully
   11  enjoins the violation is
