Florida Senate - 2025 CS for SB 754 By the Committee on Education Pre-K - 12; and Senator Burton 581-02306-25 2025754c1 1 A bill to be entitled 2 An act relating to International Baccalaureate bonus 3 funding; amending s. 1011.62, F.S.; revising the 4 requirements for the calculation of additional full 5 time equivalent membership and certain bonuses based 6 on International Baccalaureate examination scores of 7 students to include students who earn a minimum grade 8 in a specified course; providing an effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. Paragraph (l) of subsection (1) of section 13 1011.62, Florida Statutes, is amended to read: 14 1011.62 Funds for operation of schools.—If the annual 15 allocation from the Florida Education Finance Program to each 16 district for operation of schools is not determined in the 17 annual appropriations act or the substantive bill implementing 18 the annual appropriations act, it shall be determined as 19 follows: 20 (1) COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR 21 OPERATION.—The following procedure shall be followed in 22 determining the annual allocation to each district for 23 operation: 24 (l) Calculation of additional full-time equivalent 25 membership based on International Baccalaureate examination 26 scores of students.—A value of 0.16 full-time equivalent student 27 membership shall be calculated for each student enrolled in an 28 International Baccalaureate course who receives a score of 4 or 29 higher on a subject examination, or a grade of “C” or higher in 30 Theory of Knowledge. A value of 0.3 full-time equivalent student 31 membership shall be calculated for each student who receives an 32 International Baccalaureate diploma. Such value shall be added 33 to the total full-time equivalent student membership in basic 34 programs for grades 9 through 12 in the subsequent fiscal year. 35 Each school district shall allocate 80 percent of the funds 36 received from International Baccalaureate bonus FTE funding to 37 the school program whose students generate the funds and to 38 school programs that prepare prospective students to enroll in 39 International Baccalaureate courses. Funds shall be expended 40 solely for the payment of allowable costs associated with the 41 International Baccalaureate program. Allowable costs include 42 International Baccalaureate annual school fees; International 43 Baccalaureate examination fees; salary, benefits, and bonuses 44 for teachers and program coordinators for the International 45 Baccalaureate program and teachers and coordinators who prepare 46 prospective students for the International Baccalaureate 47 program; supplemental books; instructional supplies; 48 instructional equipment or instructional materials for 49 International Baccalaureate courses; other activities that 50 identify prospective International Baccalaureate students or 51 prepare prospective students to enroll in International 52 Baccalaureate courses; and training or professional learning for 53 International Baccalaureate teachers. School districts shall 54 allocate the remaining 20 percent of the funds received from 55 International Baccalaureate bonus FTE funding for programs that 56 assist academically disadvantaged students to prepare for more 57 rigorous courses. The school district shall distribute to each 58 classroom teacher who provided International Baccalaureate 59 instruction: 60 1. A bonus in the amount of $50 for each student taught by 61 the International Baccalaureate teacher in each International 62 Baccalaureate course who receives a score of 4 or higher on the 63 International Baccalaureate examination, or a grade of “C” or 64 higher in Theory of Knowledge. 65 2. An additional bonus of $500 to each International 66 Baccalaureate teacher in a school designated with a grade of “D” 67 or “F” who has at least one student scoring 4 or higher on the 68 International Baccalaureate examination, or a grade of “C” or 69 higher in Theory of Knowledge, regardless of the number of 70 classes taught or of the number of students scoring a 4 or 71 higher on the International Baccalaureate examination, or a 72 grade of “C” or higher in Theory of Knowledge. 73 74 Bonuses awarded under this paragraph shall be in addition to any 75 regular wage or other bonus the teacher received or is scheduled 76 to receive. For such courses, the teacher shall earn an 77 additional bonus of $50 for each student who has a qualifying 78 score. 79 Section 2. This act shall take effect July 1, 2025.
