    5         Section 3. The Legislature finds and declares that this act
    6  fulfills an important state interest.

    9  And the title is amended as follows:
   10         Delete line 11
   11  and insert:
   12         cross-reference; providing a finding and declaration
   13         of important state interest; providing an effective
