Florida Senate - 2025 SB 852 By Senator Martin 33-01536-25 2025852__ 1 A bill to be entitled 2 An act relating to a study on the elimination of 3 property taxes; requiring the Office of Economic and 4 Demographic Research to conduct a specified study; 5 specifying the requirements of such study; requiring 6 the office to submit a report to the Legislature by a 7 specified date; providing an effective date. 8 9 Be It Enacted by the Legislature of the State of Florida: 10 11 Section 1. (1) The Office of Economic and Demographic 12 Research shall conduct a study to establish a framework to 13 eliminate property taxes under chapters 192 through 196, Florida 14 Statutes, and to replace property tax revenues through budget 15 reductions, sales-based consumption taxes, and locally 16 determined consumption taxes authorized by the Legislature. 17 (2) The study must include, at a minimum, all of the 18 following: 19 (a) An analysis of the potential impact of eliminating 20 property taxes on public services, including education, 21 infrastructure, and emergency services. 22 (b) An assessment of potential housing market fluctuations, 23 including changes in homeownership rates and property values. 24 (c) An evaluation of whether a shift to consumption-based 25 taxes would make Florida more attractive to businesses compared 26 to other states. 27 (d) An analysis of the potential impact of eliminating 28 property taxes on overall economic stability, consumer behavior, 29 and long-term economic growth. 30 (3) By October 1, 2025, the office shall submit a report 31 detailing the study’s findings to the President of the Senate 32 and the Speaker of the House of Representatives. 33 Section 2. This act shall take effect July 1, 2025.
