Section 381.992, Florida Statutes, is created to 6 read: 7 381.992 Type 1 diabetes early detection program.— 8 (1) The Department of Health, in collaboration with school 9 districts throughout this state, shall develop informational 10 materials for the early detection of Type 1 diabetes for parents 11 and guardians of students. The informational materials shall be 12 made available to each early learning coalition, school 13 district, and charter school through the department’s website. 14 (2) Within 90 days after July 1, 2025, the department shall 15 develop the materials related to the early detection of Type 1 16 diabetes and post the information on its website. The department 17 shall develop a standardized methodology for each early learning 18 coalition, school district, and charter school for the 19 notification of the parents or guardians of voluntary 20 prekindergarten, kindergarten, and first-grade students, by 21 September 30, 2025, and annually thereafter, of the availability 22 of the Type 1 diabetes early detection materials. 23 (3) Information provided to parents and guardians shall 24 include, but not be limited to, all of the following: 25 (a) A description of Type 1 diabetes. 26 (b) A description of the risk factors and warning signs 27 associated with Type 1 diabetes. 28 (c) A description of the process for screening students for 29 early detection of Type 1 diabetes using a blood autoantibody 30 test. 31 (d) A recommendation for further evaluation for students 32 displaying warning signs associated with Type 1 diabetes or 33 positive early detection screening results. 34 Section 2. Subsection (5) of section 1002.53, Florida 35 Statutes, is amended to read: 36 1002.53 Voluntary Prekindergarten Education Program; 37 eligibility and enrollment.— 38 (5) The early learning coalition shall provide each parent 39 enrolling a child in the Voluntary Prekindergarten Education 40 Program with a profile of every private prekindergarten provider 41 and public school delivering the program within the county where 42 the child is being enrolled. The profiles shall be provided to 43 parents in a format prescribed by the department in accordance 44 with s. 1002.92(3). The early learning coalition must also 45 annually notify parents and guardians of the availability of 46 informational materials for the early detection of Type 1 47 diabetes pursuant to s. 381.992. 48 Section 3. This act shall take effect July 1, 2025. 49 50 ================= T I T L E A M E N D M E N T ================ 51 And the title is amended as follows: 52 Delete everything before the enacting clause 53 and insert: 54 A bill to be entitled 55 An act relating to a Type 1 diabetes early detection 56 program; creating s. 381.992, F.S.; requiring the 57 Department of Health, in collaboration with school 58 districts throughout this state, to develop 59 informational materials for the early detection of 60 Type 1 diabetes for parents and guardians of certain 61 students; providing requirements for such 62 informational materials; amending s. 1002.53, F.S.; 63 requiring early learning coalitions to notify parents 64 and guardians of the availability of such 65 informational materials; providing an effective date.
