    1                        A bill to be entitled                      
    2         An act relating to a Type 1 diabetes early detection
    3         program; creating s. 381.992, F.S.; requiring the
    4         Department of Health, in collaboration with school
    5         districts throughout the state, to develop
    6         informational materials; amending s. 1002.53, F.S.;
    7         requiring early learning coalitions to notify parents
    8         and guardians of the availability of specified
    9         informational materials; providing an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Section 381.992, Florida Statutes, is created to
   14  read:
   15         381.992Type 1 diabetes early detection program.—
   16         (1)The Department of Health, in collaboration with school
   17  districts throughout the state, shall develop informational
   18  materials for the early detection of Type 1 diabetes for parents
   19  and guardians of students. The informational materials shall be
   20  made available to each early learning coalition, school
   21  district, school board, and charter school through the
   22  department’s website.
   23         (2)Within 90 days after July 1, 2025, the department shall
   24  develop the materials related to the early detection of Type 1
   25  diabetes and post the information on its website. The department
   26  shall develop a standardized methodology for each early learning
   27  coalition, school district, school board, and charter school for
   28  the notification of the parents or guardians of public school
   29  voluntary prekindergarten, kindergarten, and first-grade
   30  students, by September 30, 2025, and annually thereafter, of the
   31  availability of the Type 1 diabetes early detection materials.
   32         (3)Information provided to parents and guardians must
   33  include, but not be limited to, all of the following:
   34         (a)A description of Type 1 diabetes.
   35         (b)A description of the risk factors and warning signs
   36  associated with Type 1 diabetes.
   37         (c)A description of the process for screening students for
   38  early detection of Type 1 diabetes using a blood autoantibody
   39  test.
   40         (d)A recommendation for further evaluation for students
   41  displaying warning signs associated with Type 1 diabetes or
   42  positive early detection screening results.
   43         Section 2. Subsection (5) of section 1002.53, Florida
   44  Statutes, is amended to read:
   45         1002.53 Voluntary Prekindergarten Education Program;
   46  eligibility and enrollment.—
   47         (5) The early learning coalition shall provide each parent
   48  enrolling a child in the Voluntary Prekindergarten Education
   49  Program with a profile of every private prekindergarten provider
   50  and public school delivering the program within the county where
   51  the child is being enrolled. The profiles must shall be provided
   52  to parents in a format prescribed by the department in
   53  accordance with s. 1002.92(3). The early learning coalition
   54  shall also annually notify parents and guardians of the
   55  availability of informational materials for the early detection
   56  of Type 1 diabetes pursuant to s. 381.992.
   57         Section 3. This act shall take effect July 1, 2025.
