    1                        A bill to be entitled                      
    2         An act relating to a Type 1 diabetes early detection
    3         program; creating s. 381.992, F.S.; requiring the
    4         Department of Health, in collaboration with school
    5         districts throughout this state, to develop
    6         informational materials for the early detection of
    7         Type 1 diabetes for parents and guardians of certain
    8         students; providing requirements for such
    9         informational materials; amending s. 1002.53, F.S.;
   10         requiring early learning coalitions to notify parents
   11         and guardians of the availability of such
   12         informational materials; providing an effective date.
   13          
   14  Be It Enacted by the Legislature of the State of Florida:
   15  
   16         Section 1. Section 381.992, Florida Statutes, is created to
   17  read:
   18         381.992Type 1 diabetes early detection program.—
   19         (1)The Department of Health, in collaboration with school
   20  districts throughout this state, shall develop informational
   21  materials for the early detection of Type 1 diabetes for parents
   22  and guardians of students. The informational materials shall be
   23  made available to each early learning coalition, school
   24  district, and charter school through the department’s website.
   25         (2)Within 90 days after July 1, 2025, the department shall
   26  develop the materials related to the early detection of Type 1
   27  diabetes and post the information on its website. The department
   28  shall develop a standardized methodology for each early learning
   29  coalition, school district, and charter school for the
   30  notification of the parents or guardians of voluntary
   31  prekindergarten, kindergarten, and first-grade students, by
   32  September 30, 2025, and annually thereafter, of the availability
   33  of the Type 1 diabetes early detection materials.
   34         (3)Information provided to parents and guardians shall
   35  include, but not be limited to, all of the following:
   36         (a)A description of Type 1 diabetes.
   37         (b)A description of the risk factors and warning signs
   38  associated with Type 1 diabetes.
   39         (c)A description of the process for screening students for
   40  early detection of Type 1 diabetes using a blood autoantibody
   41  test.
   42         (d)A recommendation for further evaluation for students
   43  displaying warning signs associated with Type 1 diabetes or
   44  positive early detection screening results.
   45         Section 2. Subsection (5) of section 1002.53, Florida
   46  Statutes, is amended to read:
   47         1002.53 Voluntary Prekindergarten Education Program;
   48  eligibility and enrollment.—
   49         (5) The early learning coalition shall provide each parent
   50  enrolling a child in the Voluntary Prekindergarten Education
   51  Program with a profile of every private prekindergarten provider
   52  and public school delivering the program within the county where
   53  the child is being enrolled. The profiles shall be provided to
   54  parents in a format prescribed by the department in accordance
   55  with s. 1002.92(3). The early learning coalition must also
   56  annually notify parents and guardians of the availability of
   57  informational materials for the early detection of Type 1
   58  diabetes pursuant to s. 381.992.
   59         Section 3. This act shall take effect July 1, 2025.
