Florida Senate - 2025 SM 6-C By Senator Gruters 22-00001-25C 20256C__ 1 Senate Memorial 2 A memorial to the Secretary of Homeland Security 3 urging the United States Department of Homeland 4 Security to provide guidance and training 5 opportunities for 287(g) agreements. 6 7 WHEREAS, President Donald J. Trump, in Executive Order 8 14159, titled “Protecting the American People Against Invasion”, 9 ordered the Secretary of Homeland Security to work with state 10 and local law enforcement agencies across the United States to 11 ensure their assistance with the protection of the American 12 people, and 13 WHEREAS, President Trump ordered the Secretary of Homeland 14 Security to enter into 287(g) agreements, under the Immigration 15 and Nationality Act, 8 U.S.C. s. 1357, with state and local law 16 enforcement agencies to perform the functions of immigration 17 officers by assisting the Federal Government with the 18 investigation, apprehension, and detention of illegal aliens, 19 and 20 WHEREAS, President Trump ordered the Secretary of Homeland 21 Security to structure 287(g) agreements in the manner that 22 provides the most effective model for state and local law 23 enforcement agencies to assist the Federal Government in 24 enforcing federal immigration laws, and 25 WHEREAS, in response to the border crisis, the Legislature 26 passed enhanced state laws to combat illegal immigration, making 27 Florida a national leader in fighting illegal immigration, and 28 WHEREAS, Senate Bill 1808 (2022) required county 29 correctional facilities to enter into 287(g) agreements with the 30 Federal Government, and 31 WHEREAS, to better assist state and local law enforcement 32 agencies, the Secretary of Homeland Security and the Federal 33 Government should provide such agencies with guidance and 34 training opportunities, and 35 WHEREAS, Florida is ready to provide assistance, as this 36 state is home to robust, highly qualified, strategic, year-round 37 assets for law enforcement training, including the Camp Blanding 38 Joint Training Center in which the taxpayers have made 39 significant investments to establish it as the premier training 40 facility in the Southeastern United States, and 41 WHEREAS, this state’s training facilities are available and 42 prepared to meet the anticipated training and operational needs 43 of state and local law enforcement agencies entering into 287(g) 44 agreements, NOW, THEREFORE, 45 46 Be It Resolved by the Legislature of the State of Florida: 47 48 That the Secretary of Homeland Security is urged to provide 49 guidance, training opportunities, and any other necessary 50 directives to ensure cooperation and coordination with 287(g) 51 agreements and to maximize the state and local law enforcement 52 agencies impact in assisting the Federal Government in 53 combatting the effects of the unprecedented flood of illegal 54 immigration to the United States. 55 BE IT FURTHER RESOLVED that the Secretary of State is 56 directed to dispatch copies of this memorial to the President of 57 the United States, the President of the United States Senate, 58 the Speaker of the United States House of Representatives, the 59 Secretary of Homeland Security, and each member of the Florida 60 delegation to the United States Congress.
