       The Appropriations Committee on Agriculture, Environment, and
       General Government (Brodeur) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 67 - 98
    4  and insert:
    5  Silver Springs. The project plan must be designed to restore the
    6  Ocklawaha River hydrology and floodplain function to the
    7  approximate conditions that existed before the construction of
    8  the Cross Florida Barge Canal project and its associated project
    9  works, including, but not limited to, the Kirkpatrick Dam and
   10  Buckman Lock. The project plan must be based on the restoration
   11  design and steps set forth in the department’s pending Joint
   12  Application for Environmental Resource and Federal Dredge and
   13  Fill Permit. The project plan must incorporate the best
   14  available science and include engineering and design updates,
   15  including topographic and bathymetric surveys, and precise
   16  estimates of material to be dredged or excavated. In addition,
   17  the project plan must provide recommendations for road and
   18  bridge construction that is compatible with the partial
   19  restoration plan and ensures continued access for the
   20  communities west of the project. The project plan must include
   21  estimates by fiscal year of the cost of implementing the project
   22  plan and potential sources of funding for such costs.
   23         (b)Notwithstanding any law or rule, the project plan for
   24  the restoration of the Ocklawaha River is an environmental
   25  restoration or enhancement project subject to a general permit
   26  from the department and water management districts for
   27  environmental restoration or enhancement pursuant to rule 62
   28  330.405, Florida Administrative Code, and rule 62-330.485,
   29  Florida Administrative Code.
   30         (c)Subject to the provision of state, federal, or other
   31  funds, the department shall complete the restoration project by
   32  December 31, 2032.
   33         (3)NORTHEAST FLORIDA RIVER AND SPRINGS RECREATION AND
   34  ECONOMIC DEVELOPMENT ADVISORY COUNCIL.—
   35         (a)Establishment of the council.—
   36         1. By October 31, 2026, the Northeast Florida River and
   37  Springs Recreation and Economic Development Advisory Council, an
   38  advisory council as defined in s. 20.03(7), shall be established
   39  and assigned to the
