       The Committee on Community Affairs (Massullo) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 154 and 155
    4  insert:
    5         Section 2. The amendment made by this act to s.
    6  212.055(2)(d), Florida Statutes, authorizing additional uses of
    7  surtax proceeds applies to a surtax in effect on the date this
    8  act becomes a law only to the extent such use was authorized in
    9  the original referendum adopting the surtax or is authorized
   10  pursuant to a subsequent resolution conditioned to take effect
   11  only upon approval of a majority vote of the electors of the
   12  county voting in a referendum.

   16         Delete line 5
   17  and insert:
