1 A bill to be entitled
2 An act relating to recognizing Judea and Samaria;
3 providing a short title; creating s. 1.016, F.S.;
4 providing legislative intent; defining terms;
5 prohibiting the use of the term “West Bank” in
6 official government materials; prohibiting the use of
7 moneys to create official government materials using
8 such term; providing an exception; providing an
9 effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. This act may be cited as the “Recognizing Judea
14 and Samaria Act.”
15 Section 2. Section 1.016, Florida Statutes, is created to
16 read:
17 1.016 Recognizing Judea and Samaria.—
18 (1) LEGISLATIVE INTENT.—It is the intent of the Legislature
19 to:
20 (a) Refer to the lands annexed by Israel from Jordan during
21 the 1967 Six-Day War by its historical name of “Judea and
22 Samaria,” with the land south of Jerusalem being considered
23 “Judea” and the land north of Jerusalem being considered
24 “Samaria.”
25 (b) No longer use the term “West Bank” in official
26 government materials.
27 (2) DEFINITIONS.—As used in this act, the term:
28 (a) “Official government material” means a guidance, rule,
29 material, briefing, press release, communication, or work
30 product document prepared by a state agency.
31 (b) “State agency” means every department, division,
32 office, board, commission, and institution of this state.
33 (3) PROHIBITIONS; EXCEPTION.—
34 (a) A state agency may not use the term “West Bank” to
35 refer to Judea and Samaria in an official government material or
36 use moneys to create an official government material that refers
37 to Judea and Samaria as the “West Bank.”
38 (b) The head of a state agency may waive the prohibition
39 under paragraph (a) if he or she determines that it is in the
40 best interest of the state and, within 30 days after making such
41 determination, submits a written explanation of the waiver to
42 the President of the Senate and the Speaker of the House of
43 Representatives.
44 Section 3. This act shall take effect July 1, 2026.
