       The Appropriations Committee on Agriculture, Environment, and
       General Government (DiCeglie) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Present subsection (4) of section 287.056,
    6  Florida Statutes, is redesignated as subsection (5), and a new
    7  subsection (4) is added to that section, to read:
    8         287.056 Purchases from purchasing agreements and state term
    9  contracts; vendor disqualification.—
   10         (4)For the purposes of recovery following a natural
   11  disaster that is subject to a state of emergency declared by the
   12  Governor, the department may enter into and maintain state term
   13  contracts with multiple vendors for the purpose of performing
   14  building code inspection services, as defined in s. 553.791(1),
   15  and debris removal services and make such services available to
   16  local governments during a state of emergency.
   17         Section 2. Section 468.634, Florida Statutes, is created to
   18  read:
   19         468.634Certification by endorsement during a state of
   20  emergency.—
   21         (1)Notwithstanding any other law, a person may act in any
   22  of the following positions under the direction of the local
   23  building official for a period of 1 year from the date of a
   24  declaration of a state of emergency issued by the Governor for a
   25  natural emergency, if such person has entered into a state term
   26  contract pursuant to s. 287.056, is qualified for such work in
   27  any state that has a mutual aid agreement pursuant to s.
   28  252.40(2), or has held a valid license for such work in any
   29  state for 5 years immediately before the date of the
   30  declaration:
   31         (a)Building code inspector.
   32         (b)Building inspector.
   33         (c)Coastal construction inspector.
   34         (d)Commercial electrical inspector.
   35         (e)Electrical inspector.
   36         (f)Mechanical inspector.
   37         (g)Plumbing inspector.
   38         (h)Residential electrical inspector.
   39         (i)Residential inspector.
   40         (j)Plans examiner.
   41         (k)Building plans examiner.
   42         (l)Plumbing plans examiner.
   43         (m)Mechanical plans examiner.
   44         (n)Electrical plans examiner.
   45         (2)As used in this section, the term “natural emergency”
   46  means an emergency caused by a natural event, including, but not
   47  limited to, a hurricane, a storm, a flood, a severe wave action,
   48  a drought, or an earthquake.
   49         Section 3. This act shall take effect July 1, 2026.

   56         An act relating to services during a state of
   57         emergency; amending s. 287.056, F.S.; authorizing the
   58         Department of Management Services to enter into state
   59         term contracts for the provision of building code
   60         inspection services and debris removal services;
   61         creating s. 468.634, F.S.; authorizing individuals to
   62         work in specified positions if they meet certain
   63         requirements; defining the term “natural emergency”;
   64         providing an effective date.
