The Appropriations Committee on Agriculture, Environment, and
General Government (DiCeglie) recommended the following:
1 Senate Substitute for Amendment (167684) (with title
2 amendment)

4 Delete everything after the enacting clause
5 and insert:
6 Section 1. Present subsection (4) of section 287.056,
7 Florida Statutes, is redesignated as subsection (5), and a new
8 subsection (4) is added to that section, to read:
9 287.056 Purchases from purchasing agreements and state term
10 contracts; vendor disqualification.—
11 (4) For the purposes of recovery following a natural
12 emergency, a manmade emergency, or a technological emergency as
13 those terms are defined in s. 252.34 which is subject to a state
14 of emergency declared by the Governor, the department may enter
15 into and maintain state term contracts with multiple vendors for
16 the purpose of performing building code inspection services, as
17 defined in s. 553.791(1), and debris removal services and make
18 such services available to local governments during a state of
19 emergency. Such contracts must be developed in consultation with
20 the Division of Emergency Management and must align with federal
21 and state reimbursement requirements.
22 Section 2. Section 468.634, Florida Statutes, is created to
23 read:
24 468.634 Certification by endorsement during a state of
25 emergency.—Notwithstanding any other law, a person may act in
26 any of the following positions under the direction of the local
27 building official for a period of 1 year from the date of a
28 declaration of a state of emergency issued by the Governor for a
29 natural emergency, a manmade emergency, or a technological
30 emergency as those terms are defined in s. 252.34, if such
31 person has entered into a state term contract pursuant to s.
32 287.056, is qualified for such work in any state that has a
33 mutual aid agreement pursuant to s. 252.40(2), or has held a
34 valid license for such work in any state for 5 years immediately
35 before the date of the declaration:
36 (1) Building code inspector.
37 (2) Building inspector.
38 (3) Coastal construction inspector.
39 (4) Commercial electrical inspector.
40 (5) Electrical inspector.
41 (6) Mechanical inspector.
42 (7) Plumbing inspector.
43 (8) Residential electrical inspector.
44 (9) Residential inspector.
45 (10) Plans examiner.
46 (11) Building plans examiner.
47 (12) Plumbing plans examiner.
48 (13) Mechanical plans examiner.
49 (14) Electrical plans examiner.
50 Section 3. This act shall take effect July 1, 2026.

57 An act relating to services during a state of
58 emergency; amending s. 287.056, F.S.; authorizing the
59 Department of Management Services to enter into state
60 term contracts for the provision of building code
61 inspection services and debris removal services;
62 requiring that such contracts be developed in
63 consultation with the Division of Emergency Management
64 and align with federal and state reimbursement
65 requirements; creating s. 468.634, F.S.; authorizing
66 individuals to work in specified positions, for a
67 specified timeframe, if they meet certain
68 requirements; providing an effective date.
