    1                        A bill to be entitled                      
    2         An act relating to services during a state of
    3         emergency; amending s. 287.056, F.S.; requiring the
    4         Department of Management Services to enter into and
    5         maintain state term contracts for building code
    6         inspection services; creating s. 468.634, F.S.;
    7         authorizing individuals to work in specified
    8         positions, for a specified timeframe, if they meet
    9         certain requirements; providing an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Present subsection (4) of section 287.056,
   14  Florida Statutes, is redesignated as subsection (5), and a new
   15  subsection (4) is added to that section, to read:
   16         287.056 Purchases from purchasing agreements and state term
   17  contracts; vendor disqualification.—
   18         (4) The department must enter into and maintain one or more
   19  state term contracts with vendors for the purpose of providing
   20  building code inspection services as defined in s. 553.791.
   21         Section 2. Section 468.634, Florida Statutes, is created to
   22  read:
   23         468.634Certification by endorsement during a state of
   24  emergency.—Notwithstanding any other law, a person may act in
   25  any of the following positions under the direction of the local
   26  building official for a period of 1 year from the date of a
   27  declaration of a state of emergency issued by the Governor for a
   28  natural emergency, a manmade emergency, or a technological
   29  emergency as those terms are defined in s. 252.34, if such
   30  person has entered into a state term contract pursuant to s.
   31  287.056, is qualified for such work in any state that has a
   32  mutual aid agreement pursuant to s. 252.40(2), or has held a
   33  valid license for such work in any state for 5 years immediately
   34  before the date of the declaration:
   35         (1)Building code inspector.
   36         (2)Building inspector.
   37         (3)Coastal construction inspector.
   38         (4)Commercial electrical inspector.
   39         (5)Electrical inspector.
   40         (6)Mechanical inspector.
   41         (7)Plumbing inspector.
   42         (8)Residential electrical inspector.
   43         (9)Residential inspector.
   44         (10)Plans examiner.
   45         (11)Building plans examiner.
   46         (12)Plumbing plans examiner.
   47         (13)Mechanical plans examiner.
   48         (14)Electrical plans examiner.
   49         Section 3. This act shall take effect July 1, 2026.
