       recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 380 - 381
    4  and insert:
    5  core services unless the designated lead agency is unable to
    6  perform its duties or in the event of a state of emergency and
    7  the department approves.
