Senator Osgood moved the following:
1 Senate Amendment (with title amendment)

3 Delete lines 1089 - 1097
4 and insert:
5 However, the department must adopt rules ensuring that all
6 authorized users and members of a household are able to use an
7 EBT card pursuant to 7 U.S.C. s. 2016(h)(9), and the department
8 may not require the use of photographic identification for
9 individuals who are 60 years of age or older, blind, disabled,
10 or victims of domestic violence.
11 Section 11. Subsection (2) of section 414.455, Florida
12 Statutes, is amended to read:
13 414.455 Supplemental Nutrition Assistance Program;
14 legislative authorization; mandatory participation in employment
15 and training programs.—
16 (2) Unless prohibited by the Federal Government, the
17 department must require a person who is receiving food
18 assistance; who is 18 to 59 years of age, inclusive; who does
19 not have children under the age of 18 in his or her home; who
