       Senator Garcia moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 93 and 94
    4  insert:
    5         Section 4. Section 163.31804, Florida Statutes, is created
    6  to read:
    7         163.31804 Urban Development Boundary and similar
    8  boundaries.—
    9         (1) The Urban Development Boundary or similar boundaries in
   10  Miami-Dade County and other counties may not be moved or
   11  otherwise altered without the explicit approval of both the
   12  state and the governing body of the local government.
   13         (2) Any proposed change or adjustment to the Urban
   14  Development Boundary or a similar boundary must undergo a
   15  comprehensive impact assessment that focuses on environmental,
   16  social, and economic factors.

   20         Between lines 12 and 13
   21  insert:
   22         creating s. 163.31804, F.S.; prohibiting the movement
   23         or alteration of certain boundaries without specified
   24         approval; requiring that proposed changes or
   25         adjustments to certain boundaries undergo a certain
   26         assessment;
