       The Committee on Fiscal Policy (McClain) recommended the
       following:
       
    1         Senate Substitute for Amendment (659650) (with title
    2  amendment)
    3  
    4         Delete lines 28 - 43
    5  and insert:
    6  defined in s. 288.0656(2) or a special district located entirely
    7  within such county or municipality or an independent special
    8  district that provides water and wastewater services within a
    9  rural area of opportunity as that term is defined in s.
   10  288.0656(2), a provision allowing the agency to provide for the
   11  payment of invoices to such the county, municipality, or special
   12  district rural area of opportunity as that term is defined in s.
   13  288.0656(2), for verified and eligible performance that has been
   14  completed in accordance with the terms and conditions set forth
   15  in the agreement. The provision is not intended to require
   16  reimbursement to such county, municipality, or special district
   17  for invoices paid, but to allow the agency to provide for the
   18  payment of invoices due. The agency shall expedite payment
   19  requests in order to facilitate the timely payment of invoices
   20  received by such county, municipality, or special district. This
   21  provision is included to alleviate the financial hardships that
   22  such certain rural counties, and municipalities, or special
   23  districts encounter when administering agreements, and must be
   24  exercised by the agency if when a county, or municipality, or
   25  special district located entirely within such county or
   26  municipality or an independent special

   30         Delete line 8
   31  and insert:
   32         providing construction; requiring state agencies to
   33         expedite payment requests from certain counties,
   34         municipalities, and special districts for a specified
