       Senator Garcia moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 137 and 138
    4  insert:
    5         Section 5. Section 163.31804, Florida Statutes, is created
    6  to read:
    7         163.31804 Urban Development Boundary and similar
    8  boundaries.—
    9         (1)The Urban Development Boundary or similar boundaries in
   10  Miami-Dade County and other counties may not be moved or
   11  otherwise altered without the explicit approval of both the
   12  state and the governing body of the local government.
   13         (2) Any proposed change or adjustment to the Urban
   14  Development Boundary or a similar boundary must undergo a
   15  comprehensive impact assessment that focuses on environmental,
   16  social, and economic factors.

   19  And the title is amended as follows:
   20         Delete line 19
   21  and insert:
   22         special exception or variance”; creating s. 163.31804,
   23         F.S.; prohibiting the movement or alteration of
   24         certain boundaries without specified approval;
   25         requiring that proposed changes or adjustments to
   26         certain boundaries undergo a certain assessment;
   27         amending s. 163.3184,
