       The Committee on Rules (Avila) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 165 - 167
    4  and insert:
    5  required to serve a large load customer. The risk of nonpayment
    6  of such costs must be minimized to the maximum extent
    7  practicable through commercially reasonable performance and
    8  financial security arrangements established with the large load
    9  customer, including financial guarantees sufficient to protect
   10  the public utility and its ratepayers.

   15  insert:
   16         requiring certain measures to minimize the risk of
   17         nonpayment of such costs;
