4 insert:
5 Section 18. Section 320.061, Florida Statutes, is amended
6 to read:
7 320.061 Unlawful to alter motor vehicle registration
8 certificates, license plates, temporary license plates, mobile
9 home stickers, or validation stickers or to obscure license
10 plates; penalty.—A person may not alter the original appearance
11 of a vehicle registration certificate, license plate, temporary
12 license plate, mobile home sticker, or validation sticker issued
13 for and assigned to a motor vehicle or mobile home, whether by
14 mutilation, alteration, defacement, or change of color or in any
15 other manner. A person may not apply or attach a substance,
16 reflective matter, illuminated device, spray, coating, covering,
17 or other material onto or around any license plate which
18 interferes with the legibility, angular visibility, or
19 detectability of the primary features or details, including the
20 license plate number or validation sticker, any feature or
21 detail on the license plate or interferes with the ability to
22 record the primary features or details, including the license
23 plate number or validation sticker, any feature or detail on the
24 license plate. A license plate frame that impinges upon
25 information located on the top or bottom of the license plate is
26 permissible, as long as law enforcement can identify the state
27 issuing the license plate. A person who knowingly violates this
28 section commits a misdemeanor of the second degree, punishable
29 as provided in s. 775.082 or s. 775.083.
