       Senator Gaetz moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 433 - 463
    4  and insert:
    5         Section 5. Section 1001.2922, Florida Statutes, is created
    6  to read:
    7         1001.2922 Security funding for religious schools and
    8  preschools.—
    9         (1) As authorized by and consistent with funds appropriated
   10  in the General Appropriation Act, the Department of Education
   11  shall establish a program to provide funds to full-time
   12  religious schools and preschools in this state to secure
   13  professional security hardening, as needed, for the facilities
   14  of such schools and preschools and protect their students.
   15         (2) For a school or preschool to be eligible to receive
   16  such funds, a law enforcement agency must:
   17         (a) Have responded to a threat at such school or preschool;
   18  and
   19         (b) Certify that the threat was credible.
   20         (3) Based on a risk assessment by a law enforcement agency
   21  or a private security company, funds shall be used toward any of
   22  the following:
   23         (a) The purchase and installation of security cameras,
   24  perimeter lighting, perimeter fencing, and shatter-resistant
   25  glass for windows.
   26         (b) Hiring or contracting with security personnel who are
   27  licensed and regulated by the state and insured.
   28         (c) Expenses relating to transportation to minimize
   29  security exposure of staff, parents, and students.
   30         (d) Other nonhardening security measures, including, but
   31  not limited to, providing professional detection, prevention,
   32  and security services to such schools and preschools.
   33         (4) The State Board of Education may adopt rules to
   34  administer this section.

   38         Delete lines 25 - 27
   39  and insert:
   40         use of such tool; creating s. 1001.2922, F.S.;
   41         requiring the Department of Education to establish a
   42         program to provide funds to full-time religious
   43         schools and preschools for specified purposes;
   44         providing eligibility criteria; requiring the use of
   45         such funds for specified purposes; authorizing the
   46         State Board of Education to adopt rules;
