    1                        A bill to be entitled                      
    2         An act relating to inventory of unimproved real
    3         property owned by school districts; creating s.
    4         1013.041, F.S.; defining terms; requiring each school
    5         district to annually submit to the Department of
    6         Education an inventory of certain real property;
    7         specifying requirements for the inventory; requiring
    8         the department to compile the districts’ inventories
    9         into an annual report; specifying requirements for the
   10         report; requiring the department to publish the report
   11         online annually by a specified date; requiring the
   12         department to deliver copies of the report to the
   13         Governor and the Legislature; providing that school
   14         districts that do not comply with the act are subject
   15         to enforcement; providing an effective date.

   17  Be It Enacted by the Legislature of the State of Florida:
   18  
   19         Section 1. Section 1013.041, Florida Statutes, is created
   20  to read:
   21         1013.041 Statewide inventory of unimproved real property
   22  owned by school districts.—
   23         (1) DEFINITIONS.—As used in this section, the term:
   24         (a) “District” means a school district as described in s.
   25  1001.30.
   26         (b) “Unimproved real property” means any parcel of land
   27  owned in whole or in part by a school district which contains no
   28  vertical improvements, including, but not limited to, buildings,
   29  permanent structures, or constructed facilities.
   30         (2) DATA COLLECTION REQUIREMENTS.—
   31         (a) Each school district shall annually submit to the
   32  department a complete inventory of all unimproved real property
   33  owned by the district as of June 30 of that year.
   34         (b) For each parcel, the district must provide all of the
   35  following:
   36         1. Parcel identification number;
   37         2. Acreage;
   38         3. Location by address or a geographic description;
   39         4. Date of acquisition;
   40         5. Price paid at acquisition;
   41         6. Current or planned use, if any; and
   42         7. Fair market value, calculated using:
   43         a. The most recent county property appraiser assessed
   44  market value; or
   45         b. A district-commissioned appraisal completed within the
   46  previous 24 months.
   47         (c) The inventory must be submitted in a format prescribed
   48  by the department.
   49         (3) STATEWIDE REPORT.—The department shall compile the
   50  districts’ inventories provided under subsection (2) into a
   51  statewide annual report, which must include all of the
   52  following:
   53         (a) Total statewide acreage of all unimproved real property
   54  owned by school districts.
   55         (b) Aggregate statewide fair market value of such property.
   56         (c) A district-by-district breakdown, including all of the
   57  following:
   58         1. Total number of parcels;
   59         2. Total acreage;
   60         3. Total fair market value;
   61         4. A list of parcels by parcel identification number and
   62  acreage; and
   63         5. Intended use of the unimproved real property, if any.
   64         (d) Recommendations based on trends or findings that the
   65  department determines relevant to effective statewide land
   66  utilization or long-range facilities planning.
   67         (4) PUBLICATION.—
   68         (a) The department shall publish the statewide report on
   69  its website by December 1 of each year.
   70         (b) The department shall deliver copies of the report to
   71  the Governor, the President of the Senate, and the Speaker of
   72  the House of Representatives.
   73         (5) COMPLIANCE.—A school district that fails to timely
   74  comply with subsection (2) is subject to oversight enforcement
   75  authority as provided in s. 1008.32.
   76         Section 2. This act shall take effect July 1, 2026.
