       The Conference Committee on SB 2508-E recommended the following:
       
    1         Senate Conference Committee Amendment (with title
    2  amendment)
    3  
    4         Delete everything after the enacting clause
    5  and insert:
    6         Section 1. Subsection (18) of section 318.18, Florida
    7  Statutes, is amended to read:
    8         318.18 Amount of penalties.—The penalties required for a
    9  noncriminal disposition pursuant to s. 318.14 or a criminal
   10  offense listed in s. 318.17 are as follows:
   11         (18) In addition to any penalties imposed, a surcharge of
   12  $3 must be paid for all criminal offenses listed in s. 318.17
   13  and for all noncriminal moving traffic violations under chapter
   14  316. Revenue from the surcharge shall be remitted to the
   15  Department of Revenue and deposited quarterly into the State
   16  Agency Law Enforcement Radio System Trust Fund of the Department
   17  of Management Services for the state agency law enforcement
   18  radio system, as described in s. 282.709, and to provide
   19  technical assistance to state agencies and local law enforcement
   20  agencies with their statewide systems of regional law
   21  enforcement communications, as described in s. 282.7101. This
   22  subsection expires July 1, 2026. The Department of Management
   23  Services may retain funds sufficient to recover the costs and
   24  expenses incurred for managing, administering, and overseeing
   25  the Statewide Law Enforcement Radio System, and providing
   26  technical assistance to state agencies and local law enforcement
   27  agencies with their statewide systems of regional law
   28  enforcement communications. The Department of Management
   29  Services working in conjunction with the Joint Task Force on
   30  State Agency Law Enforcement Communications shall determine and
   31  direct the purposes for which these funds are used to enhance
   32  and improve the radio system.
   33         Section 2. Subsection (17) of section 318.21, Florida
   34  Statutes, is amended to read:
   35         318.21 Disposition of civil penalties by county courts.—All
   36  civil penalties received by a county court pursuant to the
   37  provisions of this chapter shall be distributed and paid monthly
   38  as follows:
   39         (17) Notwithstanding subsections (1) and (2), the proceeds
   40  from the administrative fee imposed under s. 318.18(18) shall be
   41  distributed as provided in that subsection. This subsection
   42  expires July 1, 2026.
   43         Section 3. This act shall take effect upon becoming a law.

   50         An act relating to the state agency law enforcement
   51         radio system; amending ss. 318.18 and 318.21, F.S.;
   52         abrogating the scheduled expiration of provisions
   53         relating to the remission of surcharges for specified
   54         criminal offenses and noncriminal moving traffic
   55         violations to the Department of Revenue to fund the
   56         state agency law enforcement radio system and to
   57         provide technical assistance with respect to statewide
   58         systems of regional law enforcement communications;
   59         providing an effective date.
