Environmental Protection; deletes class of nonresident freshwater fishing licenses; requires review of fees for fishing & hunting licenses & exemptions to them; postpones scheduled July 1, 1999, repeal of certain provisions of interim wetlands permitting program for NWFWMD; directs said district & DEP to develop plan to implement environmental resource permitting program within jurisdiction of district by specified date, etc. Amends FS.
