Spring Training Franchise Facilities; provides for monthly distribution of portion of revenues under specified law, to certified facilities for retained spring training franchises for specified period; provides aggregate limit on monthly distributions to all certified facilities for retained spring training franchise; provides for certification of facilities for retained spring training franchise by Tourism, Trade & Economic Development Office, etc. Amends 212.20, 288.1162.
