Florida Title Loan Act; creates "Florida Title Loan Act"; requires licensure by Banking & Finance Dept. to act as title loan lender; provides remedies for title loans made or serviced without licensure; provides for title loan agreement; provides for reclaiming repossessed motor vehicle under certain circumstances; provides for title loan interest rates; provides for lost title loan agreements, etc. Amends 538.03,.16; repeals 538.03(1)(i),.06(5),.15(4) & (5). APPROPRIATION: $500,000.

Effective Date: 10/01/2000 except as otherwise provided
