Civil Penalties/Traffic Violations; requires any county or municipality that receives more than specified percentage of its total annual revenue for prior year from civil penalties collected from traffic violations to deposit such excess revenue into Highway Safety Operating Trust Fund & Brain & Spinal Cord Injury Rehabilitation Trust Fund.
